Your writing teacher is an idiot, and should go back to his Anarchist Cookbook 1980s protesting outside of meat production plant days.

A writing teacher should know better.

Plagiarism is never acceptable. Worse, if you were to plagiarize, and another teacher (for some reason) saw it and found out...well:
Poot.

And the government is NO WHERE NEAR pure....what an idiot.

Why Plagiarize? Just put the author down in your references. You don't have to act like you wrote everything in order for your report/book to be good. This shows you put time into researching the facts and now your writing them out. FYI. Try to do what your teacher tells you to do in college and you'll be out of a lot of money and you'll be out of college.

My writing teacher says that if you are writing phony questions in an attempt at satire you need 1) to ground the satire on some base of believability and 2) be funny.
