My mother who died several years ago was very interested in ancient Eqypt. I am going there in February and would like to take a small portion of her ashes and scatter them near the great pyramid or in the Valley of the Kings.

You can't just put her ashes in a plastic bag as some mentioned, b/c customs might think it's drugs or something. U will get into too much trouble by trying to hide it, specially if they find out (Both in the U.S and Egypt). Egyptians don't really understand much about cremation and this would be a hard concept for them to grasp. Plus if people at the pyramids saw u doing that, they won't be too happy. I think u should ask an official person and seek their advise on this matter!

DEAR , I THINK THAT YOU WILL FACE PROBLEMS IF YOU MEET AN OBTUSE EGYPTIAN OFFICIAL . BUT IF YOU DO IT DISCRETELY I THINK YOU WILL BE HAVING NO PROBLEMS. AND AS LONG AS THE MATTER IS BETWEEN YOU AND YOURSELF I DO NOT SEE ANY HARM.PLEASE AVOID TALKING ABOUT THIS MATTER TO EVERYBODY WHEN YOU ARE THERE. AND A PLASTIC BAG IN MY OPINION IS THE BEST WAY AND ALSO KEEP IT HIDDEN YOU NEVER KNOW YOU MEET THE MOST OBTUSE PERSON IN THE CUSTOMS.
HOPE THIS HELPED. JUST FOR YOUR KNOWLEDGE EGYPTIANS THESE DAYS DO NOT CREMATE THEIR RELATIVES SO THIS MATTER COULD MAKE SOME PEOPLE SUSPICIOUS ABOUT YOUR INTENTIONS.

You cannot just scatter one's remains where you please. You will need to obtain permission from the egyptian government before attempting to do that. Try contacting the American embassy in Egypt to find out who you should talk to and what you will need to do if they allow it. Nice sentiment and very loving of you but there are other factors that you need to cosider.
