If you are calling someone that doesn't accept blocked calls you have to do this if you have a blocked # like me. They want to see the number of the person that is calling.

that means that the phone number that you're calling from is blocked, and they want you to unblock by pressing *82

This unblocks calls... that means they don't want calls from private/blocked phone numbers.
