I would say embryonic stage, much of the organs are already formed. Without a doubt, fetal stage would have all organs cells differentitated.

During Ovum stage, it is just a sex cell with 23 choromsome, it cannot divide on its own and there is no way, a tissue can even be form, less alone differentiation to form organs.

Germinal which I presume as Zygotic stage, there is only 1 cell with 23 PAIRS of chorosome, again, one cell, no way to form tissue AT THAT POINT and cannot differentiate.

Embryonic stage is the time after Zygotic stage where the cells begins to divide. These cells are considered to be non-differenitated cells. After a certain period of time, these cells would begin to differenitate. The process is known as organogenesis.

During the fetal stage, the body cells are already formed, all organs are already formed as well.

The embryonic period extends from the 3rd to the 8th week of development and is the period during which each of the three germ layers gives rise to its own tissues and organ systems.
There you have it.
