It has happened in the past. At some point in time several years ago our(USA) government felt the need to pass a law making it illegal to execute any foreign government official. I remember something from back in the day about how we could no longer execute foreign heads of state.

No need to be naive, "Assassination" is published and accepted government policy in the USA and Israel and they practise it regularly but after as part of their "brave new world" democracy policy send a woman Condaleeza Rice to "Deny - Deny - Deny"
The list is long, but to name a few.
Fidel Castro - many failed attempts by USA
President Allende Chile - success - USA
Abu Abbas - USA in Iraq
Dr. Bull - success Israeli Mosad
Many we don't know.
Lots and lots of Arab politicians.
The USA government and its dark departments are extremely dangerous.

Congress passed a law in the 70's forbidding governmental assassinations of foreign leaders. Before that time, we tried to kill Castro many times with exploding cigars, poisons, botched assassination attempts. We had Diem killed in South Vietnam in 1963, Allende, a democratically elected socialist president, in Chile was killed. Now, we just capture and throw them in jail, like Saddam & that drug pusher Panamanian dictator Manual Noreiga. Saddam is going to hang, and Noreiga will rot in prison 'til he dies. I wouldn't be surprised if congress overturns that law so we can go after Ahmadinejad of Iran, or Kim Jong Il of North Korea, or Assad of Syria.
