I've seen it used mostly for snake charming in cartoons
I think its played with a Egyptian instrument

Its called "The Streets Of Cairo or The Poor Little Country Maid."
Sol Bloom, a show business promoter who later became a U.S. Congressman, improvised the melody on piano to introduce the famous dancer known as "Little Egypt" at the Chicago World's Columbian Exposition of 1893 but never copyrighted the piece. Although many variations of this melody were subsequently copyrighted, only one remains well-known today: "The Streets Of Cairo..." by James Thornton, copyrighted in 1895. This version includes lyrics.The first five notes of the melody, however, are identical to a French song called "Echos du Temps Passe", published in 1857, and is nearly identical to an Algerian song, "Kradoutja", which was popular in France in the 1600s.
Of course, most people simply refer to it as the "Snake Charmer"
song.

I THOUGHT the song was called Caravan
But I was wrong! The answer by RANDYBOY is correct.

FYI: Caravan was written by Barney Bigard and His Jazzopators in 1937. It was made popular by Duke Ellington and his Orchestra in the same year. The song is now considered a 'standard' in the jazz world. It is and was used in opening scenes of the desert, camels, oasis, etc. to set the mood.
