Ah the innocense or the sarcasm!!

Bertie Ahern is Taoiseach (Prime Minister) and is head of government, at least until the elections in the Summer.

Mary McAleese is Head of State and President but this is really just a figurehead position and only has limited legal power with regard to the constitution and has to stay out of politics.

They don't have one. The prime minister of England is the ruler of Irelenad and scotland because England owns the United Kingdom (I think) and Ireland is in the United Kingdom.
