Or a general Christmas decoration?

Never! It is only for fun.
Remember Christmas tree never existed until 13th century. It was St.rancis who started Christmas!Slowly it became a Christian festival and holiday time.. exchange of gifts..and so on..
So it became part of chritian celebration.. and children as well as every one like gifts!!!

Truthfully it started out as a Pagan Symbol. But, over time, as mentioned above, it has become related to Christianity. Some Christians do not have a tree because of the fact it was pagan. Some, Christians do. It a matter of opinion. I figure God can take anything Bad and turn it into Good. So, If a Christian looks at it in a Good way, I not think God will be mad.
Even Christmas is NOT the actual day Jesus was born, but, again, Christians just look at this day as the day to celebrate the birth of Jesus.
For a person that not believe in God, they may look at Christmas as a day to be with Family and the tree, if they have one, is a pretty decoration with no religious meaning.

Because Christmas is a religious holiday, any "general Christmas decoration" is a religious item.

I do not think any Church claims to see the Christmas Tree as a religious item.

Well I just saw an episode of American Dad yesterday, and they had sorta a controversy about that. The town didnt allow the Christmas tree/ or the event continue on. So i guess it probly is a religious item.

It isn't a religious item,In fact I am not sure of where but in the Bible it says not to hang any silver or gold on trees,So a lot of churches won't even put up trees.

I think that depends on your religious outlook. If you are secular minded, it's not a religious item. If you are Christian, you can probably find spiritual meaning in the tradition of placing a tree with decorations in your home. I think it depends on your point of view.

It's not religious to me, it's a place I put my ornaments from Christmas's past for a remembrance. It's also decorated with some religious symbols, but it's doesn't have to be for me.
