A federation is a political system characterised by the union of different states under a constitution which specifies the competences assigned to each of the federated states, on the one hand, and the federal state, on the other, so that they share the sovereignty of the state. They also sahre it by having, eahc of the federated states, eahc own governmental institutions, either executive (a government) administrative (a bureaucracy) legislative (a parlamient or legislative body) and judicial (usually, a supreme regional court).
The difference between a unitary regional state and a federation is that the former delegates sovereignity in the subuits of the state, but does not share sovereignity with them.
The difference with a confederation is that, in this one, each of the states are sovereign, so that they can withdraw their commitment to the constitutional union at any point, whenever they want.

Any group of semi-autonomous states unified as one sovereign nation - like the USA... That's why the FBI (Federal Bureau of Investigation) is based in DC...!!!
