depends on how many hours you have to work for it...but the commonly accepted standard is 40 hours * 52 weeks = 2080.
so 28000/2080 = 13.46

Above are correct. What I do for a ball park figure; say a person make $14.00 an hour. You just double and say Thousands. So, 28,000 a year.
To get an idea of hour pay you would take 28,000 and half it, 14,000 and drop the zeros, $14 an hour. This makes for a quick math in your head.
Always remember, it close, after Taxes and Fuel to go back and forth to work, you will realize less anyway. So, a close ballpark usually good.

if you are working full time- 40 Hours a week.
You would need to get about $13.50 USD hour
