Im 15 and my birthday is May 2. My voice has not changed and i still dont have to much hair down there, and im not that tall, im russian, maybe that has something to do with it. WILL I EVER CHANG!!!!???

Puberty takes longer in some than others. If things still havnt developed much more by your 16th birthday perhaps you should visit the doctor.
Yes you will change, its just seems like forever when you're waiting!;

Don't sweat it, hun! Some guys hit puberty sooner or later than others. If it's something you're seriously worried about, talk to your doctor. But my bet is that you're just gonna mature a little later than some other guys. No biggie!

awsume question! no... it has nothing to do with that you're Russian. If you voice hasn't change yet... well most guys voice change when they are 11-16... so don't worry...ONE more year! well almost. im you not tall... depends on how tall your parents are.

My dad was Russian (Omsk) and I never had much hair and even now at 43 I don't need to shave every day. Be happy, you'll look younger all your life.

Well puberty hits boys around age ten to seventeen...And it could have something to do with your heritage. Ask a male in your family and ask when did their puberty hit.
