In Internet explorer, hit TOOLS - Options and hit the CONTENT tab. You can set in there which sites to allow or disallow and password it.

In Content Advisor, hit ENABLE and then SETTINGS.
On the Ratings TAB, make sure anything listed is set to NONE.

On the Approved Sites tab, type in every site you want them to have access to... you can use wildcards like "*.yahoo.com" to allow all yahoo sites like news.yahoo.com, my.yahoo.com, answers.yahoo.com...etc.

On the General tab, make sure "users can see web sites with no rating" is UNchecked.

Then hit "Change Password" to set a password for it.

Oh... and don't forget the password!
