Im in one of the top schools in CA and so as a result, does my GPA get counted higher than of those who attend lower level schools? like i have been talking to people online and i don't know what schools they go to but we have the same GPA but like i have a way higher SAT and SAT II scores. how does that work in UC?

UCs know which are their feeder schools. They may give more weight to your scores, but not in any quatifiable way. May not help you much either if there are a lot of people from your school with a better GPA applying b/c the UC may take someone else just for diversity. Frankly, the GPAs are so high now that you're going to need a stellar GPA and a stellar SAT score just to compete unless you can show you're some minority or lower socio-economic group.

If you're asking if you get a bump like you do if you take an AP course, then no.
