H is easiest to maintain outside security, the watchtowers, the camera's. also inside, the general pop. is seperated usually by the bar of the H and also for viewing inside security. many psych buildings are also shaped this way on the inside (reguardless of the outer shape while the outer areas may contain offices, visitation lobbies. my son who spent 3 weeks in a state prison on a probation violation claims the H stands for Hell. so its "labeled what it is"

This is possibly to identify the building from the air in the case of air attack. Some hospitals are shaped in a cross. I could be wrong.
