Of course they can.

Someone can hold their hand.
You can put them in a circular room/pool
Rails, etc.

Ok, being serious, if the area is big enough, it's natural for them to walk in a circle. The reason is naturally, our step lengths are not equal. That is we don't take equal steps with our left and right foot unless we are concentrating or looking at it. So eventually, we will walk in a circle.

This happens alot with people to get lost in the bush or in a desert without a compass.

Sure. Have him or her take a piece of rope, and loop it around a pole (like a flagbople), and walk around it holding the rope tight. The "loop" instead of "tie" is so that the rope will slide around the pole.
