Try www.kol.com its by AOL (KOL means kids on line). They have games, radio and when you enter your child's stats (birthday and location) they customize the screen and contents according to your child's age. I use it for my toddler as well as PBS.com and disney.com.

Good luck finding a site for the game.
As for a chat site...that might be more difficult COPPA laws prohibit many sites from allowing members who are under the age of 13. Sorry, but I don't know of any that would knowingly allow an 10 year old to be a member.
As an alternative you might want to try joining a fan group for either Millsberry or Club Penguin. I'm part of a millsberry fan group and it's increased my enjoyment of the game tenfold.

Come on, she's 10, what's she gonna get into? You afraid she's gonna hack a government website? My advice is to let her do what she wants, nobody wants to just go to one website and stay there.
Parents are so stupid and paranoid these days, if your daughter sees something bad, she'll probably just think it's disgusting and go somewhere else. I'd be more worried about a teen looking at porn and everything.
Just leave her alone, she'll be fine. And she'll love you for actually trusting her.
And don't listen to m c who's just answered after this answer, she's wrong, it doesn't show that you care about your child, but that you need to stop being so strict.

Libraries can be logged onto, they have some geat sites for children. My sister also logged in to her local Police Dept, they had some not only educational but the cutiest sites for kids. your a great mom, shows that you care about your child.

I think Disney.com would get your child hooked, because my little brother and sister and their friends love that website. It's also great if your child likes to watch disney channel. Best of luck.
