I am white, and I know there are low and high IQs in all races. I want to know which one has the overall lowest average IQ.

On average it is the Sub-saharan Africans. They were subjected to the same testing as all the other races were on average and scored lowest numerous times. It's a long article but worth reading, its very interesting. On average the most intelligent are Far East Asians and Ashkenazi Jews. Who the latter are I don't know.
I would also like to add what f*cking idiots you people above me are. It is a stated fact, a proven fact that the average IQ differs between the races. It's a fact and this Asker is curious to know which race is at the bottom. Now you all have to run around with your "equality, we're all equal" hard-on and label him as a racist and ignorant. Get a grip with life. We aren't all equal, the world isn't this sugar-coated paradise where all are the same and equal!

Umm yeah that's idiotic. There are intelligent people and stupid people in each race. The idea that one race is more intelligent than another is a way of promoting and perpetuating racism. Race has nothing to do with intelligence. Genes have everything to do with IQ, and how a person is raised has a huge influence on whether or not they live up to their IQ.

o wow, thats just asking for a racist debate. Every one race has the potential to be equal in brainpower. The main differences/stereotypes we see today come from different societies and their views on schooling. also there technological level.
