if its a little one i don't think so but if its one of them really big bogey ones with crusty **** on it and you can really see it then maybe, i also would not farmer blow on the sidewalk just in case either

Save your boogers and wipe them on a police car.

Why do you want to do this? It's much more fun to casually bump into another pedestrian and covertly wipe the booger on their clothes. You won't be ticketed, and it's fun to imagine them discovering your gift later and becoming completely disgusted.

Only if it is a yellow-curbed, no parking zone. It's a little-known fact that booger-flicking on yellow curbed no parking zones is a crime as vicious as treason, and is punishable with death by firing squad, no blindfold, only ONE gun shooting blanks, and no trial.
