TO take to the state enginere,the judge,what shiold they say,and from whom?I i have court in the morning,criminal charges,cuting off there h20,from my utlities!

"Affidavits" can be thrown out if the "affiant" is not there to back it up. Get Witnesses to speak directly in court. Affidavits are often challenged as hearsay thus unacceptable evidence because the judge and other party cannot cross examine the affidavit. It's better if the affiants appear as your supporting witness, can answer questions, in person in court.

There's no way to answer your question. Who told you that you need "affidavits?" Is there a medical reason why your utilities cannot be turned off?

What, exactly, are you trying to prove? And the night before is probably too late to do anything. Don't they have to be notarized? Otherwise, you could just write them yourself. (Don't do that--it would be forgery and perjury)
But please tell us what you're trying to do?
