I replaced the vac. line to the petcock, cleaned out the strainer. But the problem doesn't go away. When the petcock position is changed the engine will only restart with full choke. The problem is worst if the tank gets low.Do I need to rebuild the petcock diaphram or the carbs(4)? It runs good while warming up but in shouldn't have to run long to warm up.

the jets could be gumming up, or not properly set, u might have some dirt still in the gas tank, u might even have a vent problem to the tank itself; the tank not getting any air to equalize the pressure so fuel will flow..a somewhat of a reverse vapor lock.
this problem also sounds like u have cracked carburator intake boots. its suckin too much air.
i run a stock sporster and it's carburated. usually takes about 3-5 mins to warm up fully. i had an '81 yamaha that would do similar to what ur bike is doing. check the intake boots. that was the problem on mine.

Definitely sounds like a fuel delivery problem. You could have a blockage keeping the float bowls from getting enough fuel to run under power.
