No, rockets would not be safe for kids to play with.

All tennis rackets can range from very safe to dangerous, depending on who is wielding them. Just brief your kids on checking behind themselves before the serve the ball, and being careful to not swing too close to other people. (And of course to not throw the things!).
As for kids tennis rackets, most people start with a good Wilson racket these days, all though I prefer Head. It's all personal preference. But a kid will probably just pick the one with the coolest colors.
