In social psychology, we call it "the observer's bias" ...Let me give you an explanation for this:
when other people are doing something and you are an observer watching the scene (metaphorically speaking), you tend to see the person(s) involved as the focal point of the scene so you blame it on them. In this case, the situation is not as salient.

On the other hand, when you are the one doing the behaviour, all that your eyes can see is the situation surrounding you so you can excuse yourself easily by blaming it on the situational factors (including other people involved).

Social psychologists have made really interesting experiments that demonstrate this...you can read about it in the "social psychology" textbook by david g. myers or any other social psychology textbooks.

We're alot harsher and quicker to judge someone elses behavior but justify our own. It's basically saying be more empathetic to other peoples situation or behavior as you would want them to do the same for you.

We hate in other people what we hate most about ourselves. Or, It's easier to fix other peoples problems than it is to see our own. Or, We see a splinter in other peoples eyes but ignore the log in our own eye. ''Excuse ''reminds me of labeling some one. When you label some one you negate them. I re-read your question 5 times and wonder if I am listening correctly. Yes, I think I understand it.

We're usually alot quicker to forgive bad behavior in ourselves than we are with others.
