i would hav to say bth r stronger than each other as a weakness. neji has bakuen which he can she from all directions and ichigo has banki which makes him faster so they both have an advantage and disadvantage over each other so i'll say it would be a fair fight.
and i like them both so i wouldn't be fair of me to chose because i would not no who to chose

Ichigo HANDS DOWN!
because of the following reasons:
1)Neji was beaten by Naruto with hardly any help of the Kyuubi(Demon Fox) so he borrowed SOME power from him.
2) Ichigo has his own little subconsciousness called his overly powerful Hollow.
3) Ichigo has a HUGE amount of spirit power which configures his strength. That is why his sword is so big.
4) Ichigo only took 3days to learn Bankai, a 10 year process to complete (AT LEAST!)
5) Normally when you enter a Bankai stage your sword get bigger, but as you notice Ichigo's gets smaller. That in the fact saying that Ichigo is so powerful that his sword had to compress all that power into a smaller form.
6)Neji would not even be able to touch him. Last time I checked Neji was not a spirit, he cannot touch spirits, he cannot see spirits, he cannot communicate with spirits, and therefore he cannot HARM spirits, and Ichigo is a SPIRIT!

Ichigo of course. His power is godly, Neji wouldn't stand a chance.

Depends. Is Ichigo in Bankai? then yes. if not 128 strikes will obliterate him.
