CGI humans don't always do that well when they're clearly animated characters...you can't get everything just right because you want them to appear "life like" yet still get the obvious point across that they are animated. Not an easy feat to accomplish and many times they wind up having that "creepy" look.
That said, the characters still do look like the motion capture actors that played them.
As far as the complaint that people make about Tom Hanks playing all the adults...the director has stated that this is sort of a "dream state" very similar to that of "The Wizard of Oz" in which some of the characters were actually people from his real life. In this case it was the boy's dad taking the form of the figures of authority...the conductor, the hobo, and finally, Santa Claus himself. There was more symbolic representation as to why Tom Hanks voiced the characters and looked like all the characters.

I watched it last night and I think it's a pretty amazing movie except for the fact that Tom Hanks' characters (which he plays all of them) act angry at children one minute and then happy and joyful the next. Why is he scaring kids that are going to the North Pole?

No, in fact it's a common complaint. So common studies were done to find out why. One common reason given is that the characters look "too human."
There are several studies supporting the idea that there is a zone between "photorealistic" and "cartoonish" that is the last few % before photorealistic where humans will not feel comfortable.

This a is a gripe about the movie, although I must disagree with one poster. The complaint was not because the characters were photo realistic, but because they looked hollow and vacant. The sam eanimation technique was used in Monster House.

I was just about to post a question about this movie. I watched it for the first time last night with my toddler. I actually liked it. Kind of strange but not creepy. ( I was really peeved about the kids out in the snow only wearing pjs)

Proabaly not. For all we know it probably has some damn subliminal messages in it lol. I just watched it with my son and nephew last night. I thought it was okay.
