Theres a thick wire we used in form carpentry that's 1/4 inch or so thick,we called it "Pencil Wire".Got any idea where it can be bought?

I am trying not to answer questions I don't feel sure I can get the best answer deal on, but sense you are a fellow Virginian I guess I will have to answer, LOL. I am from Danville and drilled a lot of wells up there years back.
Sounds like you are talking about # 9 tie wire. It isn't a quarter inch but it is close to it and it is used for tie wire on large concrete jobs.
Go to you local ready mix concrete dealer and they will have it. I think you have a Marshalls concrete company up there the best I can remember. They will have it in rolls but I forget how many feet they come in.

Double loop bailing wire can be used to connect rebar prior to a pour.

as a carpenter, I would sure be interested in knowing what ;pencil wire' is.

Try a" PENCIL WIRE STORE" :)
I would contact a local contractor or a real hardware store if you can find one!
