The older you are, hopefully, the more mentally responsible you are for your actions. This would mean that you would be more capable to handle the consequences of your actions. So there is not a whole lot of difference between 15 and 18 accept that you are technically of age. The law had to draw a line somewhere. But in reality the disappointment is just as great to an adult of greater years when we see an 18 year old make the mistake of taking on behavior that could ulter their future. Especially when we see they are not responsible about it. They don't use a condom, they end up with an STD or pregnant. Morally it is sad to see that young people don't value their body's enough to save something so precious for a more special time in their lives as well.

Everybody thinks they are all grown up by 15. But really nobody actually is. Nobody. Both your brain and the rest of your body are quite different now than they will be in a few years.
Actually I think 18 is too young - I waited until I was in my 20s. At 18 you are just starting college, meeting new people, probably living away from home for the first time. Having emotional ties to a lover back home can really mess up your head when you meet someone you really like at school but feel tied to the hometown lover because you had sex.
You have your whole life to be an adult, but you're not there yet. Keep it in your pants until you are REALLY ready. And that absolutely is NOT at 15, no matter how "mature" you think you are! You are not the exception to the absolute rule that at 15 you have the physical capacity to have sex but not the emotional stability to make love. Until you know the difference between having sex and making love, just don't do "IT."

Because it is illegal, not to mention irresponsible at 15.
It is about maturity, but it is also about whether or not you are physically capable of dealing with the consequences of your actions. At 15 you are less likely to be able to deal with them than at 18.

18 is legal
15 is not
personally I think if the people love and like and TRUST each other, and know about STDs and condoms and what happens if sex goes wrong emotionally, maybe they are ready at 15
depends on maturity level, they should be within a year or two in age too

Society accepts it at 18.
Doesn't accept it at 15.
That's really the only remote answer for you.

because at 15 you may not realize that sex is an act of love rather than an act of pleasure

because in our society, 15 is too young to make babies.
Also, the fact that you are still calling sex IT shows that you are not mature enough to handle the consequences of IT.
