First of all, don't ask the question if you already have your mind made up on the answer.
Second, Jay-z is a sell-out, and he wasn't that good to begin with BEFORE he sold out. Unoriginal and uninspired. Has he ever shown any conviction, or rapped about anything meaningful?
Chuck D gets my vote, and if you want me to name someone more current, Missy Elliott.

Honestly, Rap is rap. It almost all sounds the same to me. Give me a nice beat. A really nice beat. And vocals I can tolerate, one's I like listening to in accordance to the beat preferably, and you'll have best song in my eyes. For example: Getting money - Jr Writer feat 40 Cal.
