The probability of one of two events happening is the sum of the probabilities of the individual events, less the probability of both events happening at the same time. This is usually expressed as:

P(AUB) = P(A) + P(B) - P(A&B)

Where U means "or" and & means "and".

Probability of drawing a 3: 1/13
Probablility of drawing a heart: 1/4
Probability of drawing the 3 of hearts: 1/52

Answer: 4/52 + 13/52 - 1/52 = 16/52 = 4/13

The probability of drawing a heart or a 3 from a deck of 52 cards is 16/52, or simplified, 4/13.

The probability of drawing a heart from a deck of 52 cards is 13/52. The probability of drawing a 3 is 4/52. However, you must deduct the intersection (a 3 that is also a heart, 1/52).

So:

13/52 + 4/52 - 1/52 = 16/52 = 4/13
P = 4/13

There are 4 threes and 13 hearts. However, one of those is the 3 of hearts.

So 4 + 13 - 1 = 16 is the number of suitable cards

I would say it is 14 out of how much card in a deck because all the cards you mentioned = 14(one 3 crosses out a heart), so yeah.
