There are two ways first you can put your vanishing point in the middle of the page or at either side.
When drawing a perspective drawing you establish a horizontal line for you Horizon, then you put a pick a spot on that Horizon for your Vanishing point. When you make the drawing you have 3 dimensions, up and down (vertical lines), left and right (horizontal lines), and depth (lines that all lead to the vanishing point).
If you create a set of stairs with a vanishing point in the middle of them then you basically draw a stack of rectangles with space between them and you connect those rectangles with lines headed toward the vanishing point. You will be looking t the front of the stairs and since each rectangle will be smaller than the one below it you will create a Christmas Tree like shape.
If you create the vanishing point on the right of left of the stairs then you will create a set of warped stairs. Once again they will be rectangles, with straight lines running vertically and horizontally. The depth lines will run toward the vanishing point, and you will end up looking at the side of the stairs.
When drawing a perspective drawing you either need a sheet of perspective paper with a grid laid out on it for you scale, or an Engineer's Scale which divides each inch by units of 10. Your horizontal lines will decrease in width by the ratio of the depth, as will the vertical lines; since the stairs are getting smaller and smaller you will need to decrease the depth proportionally. The Engineers Scale won't have all the scales you need, but if you rotate the Engineer's Scale around the vanishing point then you can create custom scales for each depth.
Your stairs will have to come to the top at or near the horizon. Any lines that are above the horizon are going to be pointing down creating a distorted effect.

Make two points on either side of your paper--make sure they're opposite each other on a straight line. Every vertical line you draw will have a diagonal line going off to one of those two points. From there, it's just a matter of drawing boxes on top of each other for the stairs, unless you have a railing. If you have a railing that is diagonal relative to the stairs, you can't draw it in two point perspective, you must do three, which I have no idea how to do.

In order to draw stairs this way you must be standing in front of them. First draw your horizon line and then your focal point, Estabish the base of the stairs and draw your lines to the base. your focal point could be either above the stairs or somewhere in the middle of the steps, so you will be seeing a portion of the top of the steps as you are looking down at them and none of the top as you are looking up at them. Think of a layer cake, and keep in mind that things farther away from you are smaller and things closer are larger.

Kinda hard to explain without being able to draw it. It would just look like a straight-on view (you don't see any sides) of 2-D rectangles (in whatever total number of stairs you had) stacked on top of each other decreasing in size going back toward your perspective point.

Make a dot where you want the stair case to end. Each line for the step should run in the direction of that dot. Draw lightly so you can erase when finished. Each step should follow the lines you drew and should get smaller and smaller. The front of the step should still be a straight line up. I hope this makes sense and helps.
