I am an experienced tech and an MCP. I want to be a network admin or specialist in an IT dept. I have no degree but over 10 years exp. Is there hope

Experience is worth more than an education. However, if you don't have any experience in what you are wanting to do, it is very difficult to get a job doing that.

Yes, I have a friend that got into IT with no experience, her brother worked at the same company and got her a job there. She is doing really well, she's always been really smart. When in interviews or on cover letters, concentrate on how experienced you are and be confident in yourself, you just have to find the right person/company to hire you. If your really concerned about it, take a couple classes to advance your knowledge and skills.

Pursuing a business degree is a good idea with IT

A fast way is to get respect is I would also suggest various IT certificates, like Oracle, Java, VB, PMP, SEcurity+,
