Wow, I love blue eyes.
Eye-liner is the best way to outline any color of eye. In my opinion, lining the bottom is a must for popping eyes. If your lashes are fuller, I'd say, go easy with the mascara. If they're not, then make sure you put some on to make your eyes stand out. If you have a lighter skin color, eye-shadows can be matched perfectly with your eye color. For more tanned skin, try a more natural tone. Also, to make eyes stand out, avoid BRIGHT lipsticks, because it draws away from your eyes. If you have to wear lipstick, make sure it's something light, but glossy. Also, they have make-up specifically for the popping of eyes, and I believe Almay is the brand. And this may seem irrelevant, but if your hair is in your face, or you have bangs that are in your eyes, you might need a change because it takes away from your eyes as well.
Clothes-wise- Anyone likes something pleasing to the eye, so try something that matches (And compliments) your eyes very well. For instance, a shade of blue close to your eye color can be very pleasing. Hope this helps!

Well, plain, un-gooey black mascara can work pretty well.
Shirts that are blue will obviously bring out your eyes, as will fire engine red and also deep purple. So will sea green and white. In general when you are looking for colors to bring out your eyes, think about the many tones of the ocean. Blues, greens, whites, sea foams, etc. Even when the sun reflects off the water it turns it red.
Don't use an eyeshadow that matches your eyes exactly. Go for a powdery white or navy blue. Even shimmery gold can work if done right.

well, it depends on what color blue... always use natural looking makeup for blush/bronzer/powder/lipgloss/ect.
but for your eyes....
I have really unique baby blue eyes with a dark blue shadow abound them. So I use a dark blue eyeliner (Wet and Wild 957, available at Walgreens) and a Brown/Black mascara, normally Hypnose from Lancome. NO SHADOW
My best friend has normal blue eyes, and she uses a thin black eyeliner and black mascara, and a white/baby pink eyeshadow.
However, No matter what color blue your eyes are, natural browns, and creams will always make them look beautiful!

Putting black liner juss thin though. on the inside of ur bottom part of your eye.. its not the healthiest but your eyes will be very very noticebable. i have brown eyes and it makes my eyes look amazing. if you don't want to put on the inside take a liquid liner and put it along your lash line on the top of the eyes but dont make it too thick. or you can use brown shadows a light part for your lid and darker kind in your eyelid crease and add some mascara. i use roller eye shadows that have alot of sprakle in the color.

Almay has a line of eyeshadow and eyeliner specifically for bringing out the color in your eyes. Also try lining the inside rims with white eyeliner to make them look bigger.

cover girl has a great make-up kit that helps bring out eye colors, i can't remember what it is called but it has three different eye shadow colors and works great at helping your eyes "pop"
