Since i assume your using windows, the quick answer is, "You can't" they way your thinking.
Im also assuming you mean its running more slowly, and you'll want to speed it up, so it 'acts like new' so to speak.
If your using 95/98/ME you wont be able to do it, restarting is, unfortunately the only way. (due to the way Microsoft 9x handles memory, which is the issue)
If your using Win2k or XP, it does handle memory usage quite well. So im also going to assume you have more common problems.
Firstly, if you use IE, or unsafe programs (limewire, emule, some really bad Bittorrent clients, AIM, etc) You'll want to grab ahold of a anti-spyware program. The best one out there is Adaware. Its free for personal use, and can be downloaded at

Run this, if you continue to use IE about once a week (or more depending on your Internet usage). Its very simple to use, just update it everytime before using,and remove everything it finds. I guarantee you dont want that stuff on your computer.
Next im going to suggest stop using any download programs, such as Limewire/Emule/etc. They are filled with spyware and will continuously bog down your computer further. The safest way to download stuff, if you insist to, is Bittorrents. Plus generally speaking its faster. You'll need a client (Azureus is great, uTorrent is good) and a Torrent search

Next up are chat clients, such as AIM. Its a bad client, but luckily there are free alternitives, GAIM is great, and no ads.

Next is a big program, it is the source of your problems.. Internet explorer. I wont go into detail about how bad it is, but trust me, its terrible.
Firefox is the best alterentive out there, and its pretty cool =)

Download it, use it, and forget IE ever existed. 90% of your problems will go away.
Now, another problem is Outlook (email). There are tons of other programs that arent as insecure as outlook. Mozilla Thunderbird is good, and with its import function, you wont lose your settings or old email if thats a problem. The only complaint I have is, its on the slow side to start up, but it can do everything Outlook can and more.

So in summary, since I assumed you meant your computer is becomming slow during prolonged usage, these simple solutions will make your machine run like 'new' all the time, without fail.

I'm not sure what you mean by "refresh", or what you are expecting to have happen.
If you want to reclaim RAM, here are a couple of suggestions.
First I use FreeRAM Pro to monitor how much of my RAM is not being used.
Second, I use Speed It Up III Extreme to reclaim RAM that doesn't need to be used. Various things you do on the PC consumes RAM and it can be seen in the Task Manager. Speed It Up releases that RAM that doesn't need to be used.
Go to http://www.download.com and search on FreeRAM Pro and on Speed It Up III Extreme; download them, and install them. They are both FREE.
Each of them will put a little meter down in the right hand corner of your monitor. Free RAM displays the amount of RAM you have left in M Bytes, and Speed It Up displays it as a percentage.
Double click on Speed.... and then on Speedup Computer Now and it will run and reclaim a substantial amount of RAM and you will see the megabyte quantity displayed by FreeRAM Pro increase accordingly.
Two great FREE little applications/utilities.
