In very loose terms, Ghetto refers to a group of ethinically or racially connected people that are poverty-stricken and live together in a densely-populated locale (origins of the word are believed to stem from Italy, where jewish people were forced to live under these segregated conditions).

So, acting ghetto would simply mean displaying characteristics of someone who lives in a locale that is segregated, lacks diversity and has a high concentration of poor people.

No more no less.

But when defining some of those characteristics the short list might include:

Speaking in a loud voice when it may not be required.

You learn to speak loudly when you a re accustomed to so many people so close by, and all wanting to be heard.

Overly adorning ones person with garments, jewels, and fanciful hairstylings.

Because it is unnatural to innately self-loathe, and in a quest for individual self-worth and justification, and a little help or gentle persuation from those outside your miserable circle, you just can't find enough ways to state your value. So, you misguidedly overstate.

Talking when others are quiet.

Quiet concentration and mental analysis doesn't render any real pleasing result, so you shun it, and talk, as not to be forced to confront the miserable mental pictures that go along with quiet mental reflection.

Besides the noises associated with the turmoil in your mind has become normal. So, when missing, you long for it and create it if necessary.
