does the number of primetime games 1 team have any effect on flex scheduling?

The steelers have already had 4 primetime games. Would the nfl allow them to have a 5th by moving their week 17 game against cincy to sunday night?

It can be moved -- 29 teams have a maximum of 5 primetime games, while 3 are allowed to have 6 primetime games.
