You don't. That situation gets tiring over time. Its one thing if they have alot of things going on in their life but usually thats not the case. A friend is your friend, there is no on and off.

I would not make them any kind of priority in my life. I would take them as they were-on and off. If they are there-great, if not-fine. I would have my mind set that this is the way our relationship is going to be. Sometimes life does not go exactly like we want it too go, but that doesn't mean it is bad or good-it's just life!! Part of growing up!!

Is she or he a friend only when he or she needs something? You may need to tell that friend that he or she can't call you only then. Be upfront about it. Tell him or her if you enjoy the company, but you feel used when he only calls if you're useful. Talking about it in a reasonable tone should help.

Talk to them about this 'on' and 'off' situation. Explain what you are feeling everytime they do this to you, and I'm sure the both of you will figure something out.
