According to Webster's dictionary: the deliberate and systematic destruction of a racial, political, or cultural group.
Basically it is when one group tries to completely eliminate another group such as ethnic "cleansing". Genocide happens when one group of people hate other another group or groups to the point that they want them all dead. They often feel that this other group is completely evil and unredeemable, therefore the only answer they see is to kill them all off. This is the way the Nazis felt toward the Jews and the Hutu felt toward the Tutsi in Rwanda. It is possible anywhere that there are people that hate enough to kill others. As far as Darfur, I wouldn't doubt that the Muslim Arabs are commiting genocide there.

The answers above have answered the first part of your question so rather then being redundant, let's go to How does it happen. In order for genocide to be carried out it has to be condoned in most cases by the majority of the citizens or members of the groub or government that is carring it out. Such groubs or governments will be openly racist towards the target ethnic or religious group. There are many explanations on the social reasons of why for example the regular german citizen looked the other way as the Jews were murdered. But that would take a lifes work to answer. But what we can answer is what did the Nazis and other groubs that committed genicide need in order to get away with it. These groubs had almost absolute power and an idiolagy of total intolerance. It may not matter how they got into power but it does matter how much power they had (including the power to indoctinate the youths through schools). Germany in the 1930's and 40's is perfect example of this and so is the Taliban in Afghanistan in the late 1990's. For that matter Somalia is well on its way to meeting these two ingredients, Absolute power and total intolerance. Both of these things are hard to imagine for people who grew up in liberal Democratic countrys but what you have to recognize is that it can and does happen and will happen again. When people or groubs like this gain power and have no governmental restrants you do not what to be the targeted minority. Oh and Yes it is genocide in Darfur and no it could not happen in the US or the UK as long as we keep are current governments and laws that protect free speech free elections and freedom of religion.

The infinite example of genocide is what happened to the Jewish people during the holocaust in Germany during World War II.
It's when an entire race, religious or ethnic group is targeted and killed off for one of many reasons, usually for religious or political ones.
It usually happens because a government or religious faction deems a group of people a threat or inferior to humanity and attempts are made to remove the race, sect or group from the gene pool entirely. Sometimes it's under the pretense that the individuals are weak genetically and should be erradicated to prevent the breeding or interbreeding of them.
It's the single most horrific tactic of control and power and methods used to implement or carry it out are the most barbaric...for example, during the mid to late 1800's when the United States was conquering land from the natives, they would often bash the skulls of Native American children in with horseshoes or rifle butts as not to waste bullets.
Genocide can happen anywhere on the planet where a leader has more control over situations than they should and the propeganda is successful in fueling fear amongst the population. Fear of certain people is the only way to get a lot to consent the backing of a government that would utilize this in war. Fear of the government itself is the reason most soldiers carry out the sentences.
There is also a form of cultural genocide where interbreeding (which is usually frowned upon) is used to literally dilute the genetics and/or assimilate people by erasing all evidence they ever existed, I.e. burning religious texts, changing or masking myth, legend and folklore of the group.
Some people could say that the war in Iraq is hinging on genocide. Another name for a type of genocide is "ethnic cleansing".
Look up the conflicts in Serbia...that's another example.
And yes, the situation in Darfur can be considered a conflict with human rights issues and attempted genocide.
Very few attempts at genocide have ever been successful though, with the exception of the Guanche civilization on the Canary Islands and some of the Mesoamerican subcultures.

It has happend many times through history, the deathcamps during WWII wich were used to exterminate large poulations of Jews, Rwanda and Darfur.
It whould not happen in countries like the U.S because it is a member of the UN and people whould, simply, not allow it.
