I think you should talk to her.Life is too short what r u waiting for?Dont be shy,express you feelings. If she likes you,you'll have a relation.If not,you wouldn't be loosing your time thinking about her feelings.

What the Heck u r talking abt man ??? Just be with her One on One, look into her eyes, u would not need any kinda help or there wud b no need of asking any question , even from her , if what u r talking abt is real & true love then u & her wud come to know that on ur own.
Saying that wud just b a mere formality after that so that u both can listen to those three words from each other for which u waited so long. Be the first one & become the most luckiest person on the earth.
Ask urself, m sure that u know wheather she loves u or not.
