In the bathroom, the guy who washes his butt with water...or wips his butt with a paper or whatsoever.........neither of them could be said to be cleaner until he/she washes his/her hands with soap n water.

Most public bathrooms do not give men a chance to wash their posterior with water. Therefore this is a moot point.
To me, washing your posterior with water every time you urinate or defecate is exhibiting excessively compulsive behavior.
That having been said, of course the water wash is cleaner. But not appropriate EVERY time.
Note that this is not a trivia question, but an etiquette question, unless you are trying to make some scientific point.
