Very vague question. I think you need to give more information on what you mean specifically. Shall I assume you mean like a "thick skin"? Tough mentality can mean a lot of things
I think you can change how you receive people's comments. I used to be very sensitive to people's comments and criticisms (I still dont take criticisms very well!!). I used to take everything to heart whereas now, knowing people as I do, I know there may be various reasons why a person might criticise you or demean you, and many of those reasons will often have more to do with them, the kind of person they are, and how they were feelong on the day than anything to do with any potentially shortcoming you may have.
Generally I would say that you would develop a tough mentality by folowing some of these maxims:
Always push yourself outside of you comfort zone. strive to do things that you find challenging, whether physically or mentally. The more difficult the things you achieve in life, the less things you will find difficult.
You only fail when you stop trying
Remember you will NEVER be perfect cos it doesnt exist, so just do your very best and will probably come close
Aim for the stars and you might just hit the clouds
Just as you are not perfect, no-one else is either. So dont let anyone intimidate you with their so-called "perfection".
I probably got more, but those are the only ones I can remember right now. They arent very articulately worded, but they are the rules that I TRY to live by personally.

A person can successfully develop and cultivate a Stable, Confident mentality through following the 4 Noble Truths & the Eightfold Path.
Through the practice of Mindfulness Meditation (which is part of the Eightfold Path) one will highly increase their cognitive skills, improve their memory and concentration, will erradicate any negative mental faculties they have (insecurities, anxieties, impatience, lack of wisdom, depression, anger, hatred, discrimination, ignorance{lack of true understanding of the Truth], selfishness, etc etc) and begins to walk in wholesome faculties such as Loving-kindness, Patience, tolerance, compassion, greater intelligence, wisdom, etc.
Start with studying/learning Mindfulness Meditation, and you'll soon see all the many benefits. 15 min. Mindfulness Meditation a day is all that is needed to start with, then add on 5 min. after a few months. Easy to learn. Then go and study and practice the 4 Noble Truths and the rest of the Eightfold Noble Path, and you'll have complete Peace, and stability in mind/emotions and will have the mental strength you need. You will discover your true purpose in life, and will find, and live peaceably w/humanity and have complete happiness.

Not sure why you need to develop a tougher mentality. If its because you have suffered in life then maybe you just need help to let go of emotions. If its because you feel that people take advantage of your kind nature, then i wouldn't toughen up. Its good to be kind and compasionate. Its the people that treat you wrong that need to change.
I read a book written by the dalai lama that helps people to understand compassion and that its actually a blessing to be like that, rather than a fault and it def makes a better person. Also if you see everyone as equal, we are all the same, we have been created the same way and its only experience in life that makes us different. With that on board it actually makes other people less intimidating.
look at why you want to toughen up, maybe its not you that needs to change.

I don't know if it's possible to just "develop" a tougher mentality. I think you actually have to go through some sort of situation that will make you tougher. I, myself, have gone though several situations that made me have a tougher mentality, and I see it as a good thing that I got tougher, but people around me don't.

it's possible but I think you can only develp one through your experiences in life. The things that you have encountered in life has an affect on your mentality.

It can be done if you've had a really bad time in life. I'm not saying this means that you have no feelings, but to me it means that nothing bothers you anymore, at least not that much.
