We are born with a "potential" to become humans. But we only become humans with proper upbringing, education and training. Without certain qualities we are not much different from animals.

If we are not born human but only 'become' human, then infants, children, and adolescents could be considered something 'less' than human. Not sure I like where that may lead.
Maybe it's in the translation. Perhaps the 'becoming human' simply refers to the (hopefully) greater wisdom we gain with experience. That wisdom could include greater empathy, understanding and the best parts of what make humanity good and decent.

We are obviously born as humans, but there is a certain amount of development that takes place that makes us a unique individual human.
When we're born, we have all of the traits of humans. We even have some genetic traits that link us physically and mentally to our parents. As we develop and go through socialization, we become more like our families and eventually the person that we are as an individual.

i don't know about your translation but i think we are born human and we become culture. we are all one species but what makes us different is our culture. we cannot become human just as bears cannot become bears. they just are as we just are.
