I would probably read it, but would it be fantasy, horror or a children book ? What kind of tone would it have ? That would be important to know :)

A title for a story like this could be : Mirror Skin
reffering to a skin of ice, refleting the light like a mirror :)

"Marty and the Ice Creatures of Doom Who Would Cut off Your Head and Throw Ice and Stuff Down Your Exposed Neck"

or

"Adventures in Snowland: A Year in the Life of the Evil Ice Lizards"

"Southern Exposure" or "Journey To The Center Of The Ice" or "An Icicle Built For Two" or "Shaft, the Cold Return" or maybe "Chill-fully Designed". No, seriously, it would depend on the development of the plot (if it had one). Sci-Fi Fantasy is fun if done well.
