Aunt Bea's on I-45 north at Airline. It's open 24/7 and has great home cooking in huge portions for very reasonable prices. You can get any meal at any hour, too.
There's a Pancho's buffet in the same strip center for dirt cheap all you can eat Mexican food.
And downtown near Walker and Main (one half block north of the rail station there) is the Metro. Soul food and standard diner food for breakfast, lunch and early supper. They close really early, 7 or 8, and are only open Mon-Fri. But the food is good and the portions enormous at a reasonable price. I suggest a "to go" box because you probablly can't eat it all.
Burgers and chicken fried steak sandwiches and such are also very cheap, as is the breakfast menu. The have different entrees different days. Desserts include homemade cakes and cobblers and banana pudding.
The Texas Cafeteria on north Shepherd is another good possibility and those little booklets they mail out usually have a discount coupon for there.
For something a little more exotic, try the buffets at Thai Spice (one is at Westheimer and Hillcroft behind the Petco, not all locations are buffets) for Thai or Dimassi's for hearty mideastern. In Montrose, La Fende is reasonable and filling and tasty. Best baba ganoush in town. Try a deluxe mezza plate to try a number of things.

Since I love to eat...I have a few places! :-)
Depending on your mood and part of town, there are many places to go. My favorite cheap dining options:
1. Texas Cafeteria (Definitely a HOLE in the wall)...but you can get an entree, two veggies, salad and a roll for $5 or below.
2. Frenchy's ---The chicken here is SO good and there are several daily specials
3. Rockfish---This place is GREAT...not a great location ...so many Houstonians don't really go by there. But it is very inexpensive for wonderful food.
4. Denny's ---There is always a Denny's around. It's very cheap for HUGE portions.
5. Casa Ole: If you are into mexican..this place has very cheap combo meals.

I think Cheddars is a Great place to eat for a very inexpensive price. You get a lot of food for the price but the only problem is that the service is not that well in my opinion. Also there is a restaurant on S. Gessner and Harwin called Jade Village . They are not a buffet Chinese restaurant but they offer a lunch special for2.99. It come with the entree, rice(your choice of fried or regular), a bowl of soup(egg drop, won ton or hot and sour) an egg roll or a chicken wing and a glass of tea. That has to be the best lunch deal in town.

Anyway, there are a million places to eat in Houston.
I mean the city is big and there's so many different styles of food.
I'd just look in the phone book and at the different types of food and narrow it down from there.
This question is wayy to broad.

Joes crab shack has a soup and salad (all you can eat for $5.99)
It's awesome. You can choose between a regular salad or Ceasar, and three types of gumbo and sometimes a very good chowder.
For mexican food...(authentic) try taqueria del sol on Park Place.
For good home style try Kelly's. The largest stuffed baked around.

Cheap, filling and exotic there is no place like Mai's Restaurant. Not only the best Vietnamese but the best all around value.
