It has to be fully clothed...seriously. It is illegal to transport a body across state lines if they aren't wearing clothes.

Yes, you can transport a deceased person's body from one state to another, but there are a lot of laws you have to obey (most of them dealing with public health). Most funeral homes can either do it for you or refer you to someone who can do it for you, and that's probably the best way to go -- they're up on all the latest laws and health codes, so you can rest assured that your relative will make it to Arkansas without any problem.

you need to get permission from the local police to do that or the mortician as well.

You can't do it yourself. However, the funeral home can. Just make arrangements through the funeral home, and start making them NOW.
