How about an offer that you will make your Mom breakfast in bed for a week? You could make up some little coupons that say:
To: Mom, this coupon entitles you to have breakfast in bed made by me every morning from December 26, 2006 through January 1, 2007. I love you very much and just wanted to show you by doing this for you.
I'm sure your Mom will love this gift from you.

A nice idea for Mom when you have no money is to give her a day off. Give her a coupon for one day off which includes you cleaning the house and cooking the meals and doing the dishes after. Then pop her some popcorn and put in her favorite movie and give her peace and quiet.

I used to make coupon books. Like ten coupons, each with a thing on it that they like to do or something that they like me to do. Then throughout the year they could turn in the coupons.
(Just make sure it's stuff that's meaningful but that you won't mind doing when they finally turn in that coupon! lol)
Also like someone else said a heartfelt letter goes a long way. It's really the best present ever, since we so rarely put into words what a person means to us until it's too late. When I get letters like that I keep them forever.
Merry Christmas!

Bath Salt and Bath Oil
Buy a bag of Epsom salt, food coloring, scented oils and pretty jars with corks.
Mix salts, food coloring and oils, put them in pretty jars. You can layer the colors to make them look more expensive.
For the bath oils use baby oil, scented oil and put some dried flowers in the jars to make it pretty.
Wrap pretty ribbon or raffia around the top of the jars and put them in a pretty basket. You can purchase nice baskets from the dollar store.
Total cost of bath salts and oils is about $10, but looks like it costs much more.
