this has been going on for 6 months now. i have supplied the city with all the necessary things they require. and then some more that they dont require. the guy at the city never answers my e-mail ,asking him what he is doing about the noise and what is taking so long ,unless i complain to his supervisor first. then he comes up with some lame answer. i think this guy is lazy and so is his supervisor, and they want me and my neighbor to just forget about the constant barking, which we wont. how can i get these city employees to do their job? can i file some kind of formal complaint against this department to get them into gear?, or maybe try to sue the city of s.d. for not taking action after they received all the required forms i submitted? i gotta get these people to do their job.
i have saved all correspondence i have had with them since this started in may of 2006

Forget the city. Set up some microphones and tape the barking dogs. Get a high-powered amplifier and some huge speakers and play the barking back at twice their normal volume all day and all night for as long as it takes to resolve the issue. You may also want to purchase a pair of high-quality earplugs for use for the duration of this exercise.

The easiest way to get something done is to call the cops EVERY NIGHT that the dogs bark and cite the neighbors for a noise violation, commonly known as "disturbing the peace". Just find out what the regs are in your neighborhood for "quiet hours".

You're trying to fight city hall and what's a waste of time. Go to the SPCA. If the animals are barking all the time perhaps there's grounds for neglect and they will have them removed from the home. They will take all your correspondence seriously. City Hall employees see a ton of paper work every day and develop an immunity to it.

I'm with Lynn K, go to the SCPA. Those neighbors may be in violation of some other regulations, and I guarantee the SD SCPA will get on that in a hurry! Good luck! :)
