With all 3 of my boys i was always told 1 yr and 20 lbs they must meet both age and weight requirements
But I think that as long as possible is better in the long run just because there 1 and over 20 lbs doesn't mean you HAVE to turn them around. With my youngest i had a convertible car seat that went both rear and forward facing from 6 to 35 lbs and didn't turn him forward facing till he was 15 months, because he could still be seated comfortably rear facing till then because hes short like his mom
I saw it posted before that we put them rear facing because of head control well its so true but even at one look how big there heads are still compared to the rest of their bodies

You should only have a forward seat when a child weighs 22 pounds AND is also at least one year old.
Only at this weight and age are the bones developed enough to sustain a collision in a front facing car seat.
But you can keep a child in a rear facing seat for up to 2 years old (if they will put up with it) their feet and legs will be fine if they hang off the seat some.

Washington State Laws are:
Move your child from the rear-facing position of a convertible seat to the forward-facing position when any one of these milestones have been reahced:
/The rear-facing weight limit of seat is reached 30-35 pounds, check set label
/Height limit of seat is reached
/Top of child's head reaches within one inch of the top of the seat's shell. Always read and follow both your car seat and your vehicle owner's manuals.
Follow your car seat's weight and height limits.

1 year and at least 20 lbs. My dr told me to try to keep my son rear facing for as long as I could since it is much safer for them.
