You could get some swordtails, or some platies. Please note, though, that mollies and swordtails can each grow to 3 inches, and at the very least, please follow the 1 inch per gallon rule.
You could have:
1 male, 2 female mollies
1 male, 2 female guppies
1 male, 2 female platies

Or 2 females of each type (molly, guppy, platy, swordtail).

Dwarf puffers are not suitable candidates because they will likely eat or attack your other fish.

More guppies, that's it. I would add no more than 3 more guppies to a tank that size, then nothing else. No more mollies, they get pretty big when cared for properly. If your tank is brackish already, make sure you acclimate the new arrivals in a quarentine tank not just to get them slowly acclimated to brackishwater but also to make sure they won't spread disease to your current fish.

Dwarf puffers also would not work because they are freshwater fish that are very intolerant of salt.
