Certain water conditioners (such as Amquel) contain a sulfer compound that can give the water a sulfery-ish smell. It should not be overpowering. But take a whiff of your water conditioner ; if it smells weird, get a different type that does not contain sulfer.

Do you vacuum the gravel? Even with regular water changes, food and gunk can accumulate in the gravel. If you don't vacuum the gravel, do so every week. It'll be gross and that's probably where the smell comes from.

Do you have live plants in your tank? Live plants can cause a stench if they aren't healthy; leaves and roots can rot and it smells gross.

You may need to change the filter cartages, or make sure the filter is not clogged a lot, if you have real plants in your tank, I suggest cleaning it.
