a guy is using some softwares and tapping my messages...how can i get rid of him...??

need more info. is this occurring at work or at home ? it is virtually next to impossible for a person on the internet to sniff your connection in real-time. the sniffer has to be on the same network as you and getting a dynamic IP address from the ISP makes that very hard to get.
I would guess there is a keylogger and/or virus that is installed on your computer and is sending the info to the user.
And please don't waste the time of local law enforcement by calling them. If nothing has been stolen from you or you haven't been threatened it's a civil matter.

Get a firewall. Secure your system.
Get a professional to look at it. Don't install things people send you if you don't know them.
Otherwise erase everything on your computer and start over again.

I would involve the police since this is invasion of privacy.... He can be prosecuted...
