haven't a car in incompltete. say the sentance out lound and you'll see it doesn't make any sense. The sentance should say I havn't got a car. It implies you can get one. I don't have a car is correct and implies you can't get one either.
Sentance number 2, the seconf form is stilted and a more formal manner of speaking. It implies one doesn't understand the relationship of the english language in forming sentances that fit the situation. A party is a fun event and calls for informal communication skills.such as the way the sentance is formed in the first section.

if you want to lend a very formal / scientific or profesional feeling to your sentaces, don't use contrations.

Essentially, there's no difference. 1) The first is a contraction, as is the second. 2) The first is a contraction.

#2 is just the use of the contraction; it is the same sentence

#1 gives the implication that you never had a car (dont) or the car is not available (havent)
